Hershberger, 20, of Cattaraugus was charged with overdriving animals, second-degree reckless endangerment and second-degree obstructing governmental administration Monday after Hershberger, attempting to elude deputies investigating a stolen horse and buggy, drove through fields and into woods near Napoli.
